Did the universe have a choice in the laws of nature and, if so, how was that choice made? If a choice was made about the fundamental laws of physics, it seems to have been made so that we and the world around us would be possible. Reflecting on this has made many scientists turn to mysticism or religion. But I prefer to search for a rational, scientific understanding of this puzzle. The revolution we are engaged in involves throwing out the view that the universe was made by a God- some grand Puppeteer or master weaver. Instead the universe can be understood as having constructed itself according to physical laws, by means of something operating in physics and cosmology, just as natural selection does in biology: selecting laws that result in the most structure and complexity. This theory, called cosmological natural selection, has far reaching implications for our relationship both to the cosmos and to one another. If this theory is true, it means that we live in a benign universe, one that is hospitable to life because it shares some characteristics with living things. It also means that we live with each other in a world all of us create. The principles of justice, law and equal rights are not imposed from outside, they are made by us as part of an evolving system called human society. Human society, like space and time, is not absolute or eternal, it is determined by the relationships among the individuals who are part of it. If we seek to understand how a complex and beautiful system can come into existence through self-organization, we are not only talking about biology or cosmology, we are also talking about our evolving understanding of ourselves.
